Davis Deshaies LLC was started in 2004 by Roger Deshaies and Norm Davis. Both Norm and Roger have had extensive public service careers as state directors in Maine, Arizona, and Washington State. In 1998, they joined a national human services consulting firm and established a national practice focused on financial and decision support systems for state agencies interested in promoting self determination. Together with  actuarial and financial analyst support, they consulted with over 15 states and provided extensive assistance with Home and Community-Based Services waiver design, rate setting and budget forecast modeling, and individual cost allocation tools and service utilization algorithms.

As the national consulting firm chose to refocus its business practice, Roger and Norm created Davis Deshaies to continue their orginal focus and commitment. They are currently managing active developmental disabilities reform initiatives and providing legislative testimony in a number of states.
